George Mason University has a Chinese language teacher preparation program. But this one is for those who hope someday will work for VA public schools as foreign language teachers.
It seems it does not make sense for anyone to take Chinese proficiency test at ACTFL (costs close to $300 together) or other language institutes. It looks like you already have advanced degrees in native English achieved in Harvard, or Stanford, or Oxford or Cambridge, but you'll have to pass the English proficiency test set by Beijing authority to be able to teach English in China. That's why VA and many others never require Chinese instructors to pass Mandarin proficiency before conduct teaching business. I believe those certificates originally set for ABC (American-born-Chinese) or those who're grown in the U.S. as heritage Chinese, or for those non-native Chinese speakers.
